Start with a textured paper towel
Put the desired color onto the paper towel, directly with an ink pad
Put ink on both sides (you might want to wear gloves)
Coat both sides of the colored paper towel with clear embossing powder
Melt the embossing powder with a heat gun
Heat both sides, because there is powder on both sides
